2011 May 26 - Headline News Empty Libyan assets held by leading global banks

Some of the biggest and best-known financial institutions in the world held billions of dollars of Libyan state funds, a leaked report has revealed.

Principal among them were HSBC, Royal Bank of Scotland, Goldman Sachs, JP Morgan Chase, Nomura and Societe General, Global Witness said.

The banks refused to say whether they held, or are still holding, the funds.

All the assets have now been frozen by the European Union and United Nations.

The document, dated June 2010, showed that HSBC held $292.7m (£179.9m) in 10 cash accounts, with a similar amount invested in a hedge fund, while Goldman Sachs had $43m in three accounts.

Almost $4bn was held in investment funds and structured products, with Societe General alone holding $1bn.

Japanese bank Nomura and Bank of New York also held $500m each.

A much larger proportion of Libyan Investment Authority's assets - $19bn in total - were held by Libyan and Middle Eastern Banks, the document revealed.

It also showed that the Libyan Investment Authority (LIA) holds billions of dollars in shares in global corporations such as General Electric, BP, Vivendi and Deutsche Telekom.

The man who was instrumental in working with the federal government to sabotage a bill that would have made TSA grope downs a felony in the state of Texas was Lt. Gov. David Dewhurst, a former CIA agent and establishment insider considered to be the wealthiest man in Texas politics.

As we have documented, the anti-pat down bill was derailed in the Texas Senate having unanimously passed the House by 138-0 votes after the Department of Justice sent a letter threatening to impose a no fly zone over Texas and shut down Texas airports. The warning was nothing short of a federal blockade and an act of financial terrorism.

But the federal assault was aided by a traitor from within the state, Lt. Gov. David Dewhurst, who only served to amplify the threats made by the DOJ in communicating them to members of the Senate, convincing them them to cave in and forcing the hand of Senator Dan Patrick to withdraw the bill before it could be shot down permanently.

“He came up with this elaborate political play to kill the bill without his fingerprints,” Sen. Patrick, R-Houston stated, adding, “His fingerprints are all over this.”

“Someone who will undermine his members and someone who will not stand up to the federal government - you have to ask yourself is that the kind of person that we need in the U.S. Senate,” Patrick said, adding that Dewhurst “sideswiped” him on Tuesday night by turning members against the bill.

It’s been 66 days since President Barack Obama authorized military action against Libyan dictator Muammar Gaddafi. However, last Friday marked an important date, signaling Congress most authorize the military action or U.S. forces will be required to withdraw in accordance with the War Powers Resolution.

But that date passed with little fanfare, especially from a Democratic Party in Congress that was very vocal about former President George W. Bush’s incursion into Iraq. On Laura Ingraham’s Thursday radio show, Washington Post columnist George Will emphasized that despite the law not being popular in this and previous administrations, it is still the law of the land.

“Even if you think the War Powers Resolution, which requires certain reporting duties of the executive and sets a limit on American intervention, absent of congressional approval - even if you think the War Powers Resolution is an unwise law - it is a law,” Will said. “And this president like all presidents since it was enacted in 1974 have disliked it and have only acted as they said, ‘consistent with it.’”

And Will explained that even Bush had obeyed this law and he speculated that had this been George W. Bush leading an incursion into Libya instead of Obama, there would be liberals trotting out the idea impeachment for Bush.

“I don’t care, it is the law,” Will continued. “He is traducing it and if his predecessor had behaved this way - remember George W. Bush sought and got authorization for his uses of force - if his predecessor had done what Obama’s doing in Libya, the liberals who are silent now would be quite seriously clamoring for impeachment.”

WASHINGTON - The White House on Tuesday threatened to veto a defense bill, fiercely objecting to provisions limiting President Barack Obama's authority to reduce the nation's nuclear arsenal and decide the fate of terrorist suspects.

In a statement, the Obama administration said it generally supported passage of the legislation, which would provide $553 billion for the Defense Department in next year's budget and an additional $118 billion to fight wars in Iraq and Afghanistan. However, the administration identified three provisions that would prompt the president's advisers to recommend that Obama veto the bill.

"The administration has serious concerns with several provisions that constrain the ability of the armed forces to carry out their missions (and) impede the secretary of defense's ability to make and implement management decisions that eliminate unnecessary overhead or programs to ensure scarce resources are directed to the highest priorities for the warfighter."

The House began work on the bill on Tuesday and is scheduled to vote on the legislation later in the week.

The U.S. Transportation Department said today it will propose making vehicle "black boxes" mandatory in all vehicles by the end of the year.

The department's National Highway Traffic Safety Administration has long considered whether to make black boxes, officially called event data recorders, or EDRs, mandatory. They collect data about the seconds leading up to a crash and can help investigators determine the cause.

Last year, Congress considered requiring EDRs in all vehicles. NHTSA Administrator David Strickland told Congress the agency was studying the issue.

The plan was included in a 197-page Transportation Department regulatory reform proposal released by the White House this morning.

"NHTSA plans to propose mandatory EDRs in all passenger vehicles in 2011," the Transportation Department said in the report.

In a separate agency document posted on its website, NHTSA said it is also working on a proposal "for future enhancements to (EDRs) capabilities and applicability."

But the agency said it hasn't decided whether to require EDRs in heavy-duty vehicles.

Most automobiles already have the devices. NHTSA estimated that about 64 percent of 2005 model passenger vehicles had the devices. Many major automakers already include them all vehicles, including General Motors Co., Ford Motor Co., Toyota Motor Corp. and Mazda Motor Co.

MORELIA, Mexico - A gunbattle between rival drug gangs in western Mexico left 29 bodies in fake military uniforms heaped across a roadway and inside bullet-riddled vehicles in the Pacific coast state of Nayarit, the army said Thursday.

The bodies, all male, were found Wednesday scattered around 14 shot-up pickup trucks and sport utility vehicles, two of which had bulletproofing.

Television images of the scene near the town of Ruiz showed what appeared to have been a convoy of cartel vehicles that was ambushed or engaged by another column of gunmen on a stretch of rural highway. Military-style boots, bulletproof vests, hand grenades and thousands of rounds of ammunition were found at the scene.

Federal and state officials gave conflicting reports on the incident.

Nayarit state police said officers responding to reports of a kidnapping found four wounded men at the scene of the shootout. One injured person died later, and three remain at the hospital, Nayarit officials said.

The army said two suspects wounded in the battle were found at the scene. It was unclear if the two reported by the army were included in, or additional to, the state figure.

United States charges Soviets with espionage

During a meeting of the United Nations Security Council, U.S. ambassador to the United Nations Henry Cabot Lodge charges that the Soviet Union has engaged in espionage activities at the U.S. embassy in Moscow for years. The charges were obviously an attempt by the United States to deflect Soviet criticisms following the downing of an American U-2 spy plane over Russia earlier in the month.

On May 1, 1960, a highly sophisticated (and supposedly invulnerable) U.S. spy plane, the U-2, was shot down over the Soviet Union. Although U.S. officials at first denied the existence of any such spy planes, the Soviets gleefully produced both the wreckage of the plane and its pilot, Francis Gary Powers. Embarrassed U.S. officials, including President Dwight D. Eisenhower, were forced to publicly admit that the United States was indeed spying on the Soviet Union with the high altitude planes. However, the U.S. government consistently declared that it was doing nothing that the Soviets themselves were not doing. As evidence of that charge, Henry Cabot Lodge brought the issue before the U.N. Security Council. There, he produced a wooden reproduction of the Great Seal of the United States. Nestled inside was a small listening and transmitting device. Lodge claimed that the seal had been presented to the U.S. embassy in Moscow in 1945 by a group of Russian citizens. In 1952, a security sweep of the embassy discovered the listening device. Lodge went on to note that more than 100 other such devices had been found in the U.S. embassies in Russia and other communist-bloc countries during the last few years. The Soviet representative on the Security Council chuckled often during Lodge's presentation and then asked, "From what plays were these props taken and when will it open?"

Despite the U.S. charges of Soviet espionage, nothing could undo the damage of the downed U-2 spy plane, the subsequent denials, and the public embarrassment suffered by Eisenhower and other U.S. officials when they were caught in a lie. Just 10 days before Lodge's presentation in the Security Council, a summit meeting between Eisenhower and Soviet leader Nikita Khrushchev ended with each side exchanging angry accusations about spying and bad faith.
